Since 2000, Elena has been involved in the development and operational management of projects in the hospitality industry in Russia, the CIS and Europe. She has created the concept of hotel chains development and supervised the launch of hotels throughout the country and abroad, was engaged in projects consulting in the hotel and tourism sector, and implemented more than 4,000 projects of various scales under International and Russian brands.
Currently, Elena is engaged in the development of domestic and inbound tourism in the Federal Agency for Tourism.

Ksenia Titova is a professional in urban spatial development and tourism master planning (RANEPA, HSE). She contributed to developing urban planning documentation for Kazan in addition to spatial development concepts for Irkutsk and Kirovsk.

For more than three years, she was responsible for updating the regulatory framework based on the Integrated Territorial Development Standard and for providing support to integrated urban development projects at DOM.RF Foundation.

Since 2021, Ksenia has been Director of the Project Office of ProGorod LLC (VEB.RF), with her job functions including master planning for tourism macro-regions of the Russian Federation.

He has been working at the Za Rulem Publishing House since 1997.

In 1992 he graduated from Lomonosov Moscow State University, Faculty of Journalism. In 1997 he defended his dissertation on the topic "Coverage of the Olympic movement in the media". Candidate of Philological Sciences. Graduated from the GDOIFK named after P.F. Lesgaft. Master of Sports of the USSR in judo wrestling.

Artem Malgin, Vice-Rector for Development, MGIMO University
In 1996, Dr. Malgin graduated with honors from MGIMO School of International Relations and entered a post-graduate programme. In 1997, he did a 6-month Executive course on security, defence and defence economics at G.Marshall European Center for Security Studies, Garmish-Partenkirchen, Germany and became a distinguished graduate. In 2000, he defended his Ph.D. thesis on the European Union Politics in the Mediterranean in 1950s-1990s. Dr. Malgin began his career at MGIMO in 1996–2001 as a Lecturer and later a Senior Lecturer. In 1996–2001 he was a local secretary of the TEMPUS-TACIS Project T-Jep on the history of international relations.
In 2000, he became Vice-Dean of the Foreign Students Department. Between 2001 and 2004 he was Deputy Director of the Post-Soviet Studies Centre at the University. Since 2002 he has been the Associate Professor at the Department of International Relations and Foreign Policy of Russia. Dr. Malgin worked as Counsellor to MGIMO Rector from 2004 to 2013. In 2012 he became the Vice-Rector on General Affairs and Corporate Relations. Apart from his career in MGIMO, Artem Malgin he was involved in several other projects. In 1996–1999 he was an expert on international relations and international law at the Moscow Public Science Foundation. In 1996–2003 he worked at the MSU Research Institute on Social Systems as an expert in foreign policy, security and information support for actions abroad. In 2002–2003 he was the Chief Editor of INO-Centre information projects. In 2005–2008 he was an expert on foreign policy issues and energy policy information support at MMD Corporate and Public Affairs company (“Rosneft”). Since 2008 he has been the secretary of the Russian–Polish Group on Difficult Issues. Between 2009 and 2011 he worked as an expert on foreign policy issues and energy policy information support at Navona company, a subsidiary of the Nord Stream. In 2011, he
founded Eastern Europe: Prospects, a Russian European & Post-Soviet Affairs magazine and became its Chief
Editor. Since 2013 he has been a member of the Scientific Board of the Russian Security Council. In 2014–2016
he was the Rector of Odintsovo Humanities University.

Alexander Stuglev
Chairman of the Board and Chief Executive Officer, the Roscongress Foundation

Alexander Stuglev graduated from the Baltic State Technical University (St. Petersburg) in 1996. He began his career in conventions and conferences at Exhibitions-Seminars-Business, where he rapidly rose to the position of general director. In 2006 he became head of Restec Congress, which was the operator of the St. Petersburg International Economic Forum. It was in this position that he contributed to the event’s rebranding under the leadership of the Ministry of Economic Development and Trade of the Russian Federation. In 2007 he became executive director of the St. Petersburg International Economic Forum Foundation, and was appointed director two years later. In December 2015 the SPIEF Foundation was renamed the Roscongress Foundation. In 2018 Stuglev was appointed chairman of the board. At the same time, he was also appointed chairman of the board of the Russian Convention Bureau. In 2019 he completed the managerial personnel reserve programme at the RANEPA Graduate School of Public Management.
In 2020 Stuglev joined the organizing committee of the Masters of Hospitality competition – a nationwide initiative that aims to unlock people’s professional potential, build new traditions, improve standards of service, and raise the level of prestige across all professions in the hospitality industry. In February 2021 he was also appointed head of the Russian Automobile Federation’s Committee for the Development of Digital Platforms, Conventions, and Exhibitions.
Under Alexander Stuglev’s leadership, the Roscongress Foundation has organized and held dozens of major conventions and exhibitions in Russia and across the world. These have been attended by heads of state and government, heads of corporations, business leaders, journalists, and members of the scientific and artistic communities. Examples include the following:

• The Eastern Economic Forum (Vladivostok)
• Russian Energy Week (Moscow)
• Russia House in Davos (Russia’s official residence at the World Economic Forum)
• The Russian Investment Forum (Sochi)
• The 21st annual meeting of the Asia-Pacific Parliamentary Forum (Vladivostok)
• The 137th Inter-Parliamentary Union Assembly (St. Petersburg)
• Business forums in Uruguay, Iran, the UK, Cuba, and other countries
• Events held in conjunction with Russia’s chairmanship of APEC, G20, SCO, and BRICS (various regions across Russia)
• The inaugural Russia–Africa Summit and Economic Forum – a groundbreaking event held in 2019 that brought together leaders from all 54 African nations. The event was unprecedented in Russia’s modern history, with nothing of the kind attempted before in the history of Russian-African relations (Sochi)
• Russian Creativity Week (Moscow)

Stuglev was awarded the Order for Service to the Fatherland (2nd class) for his work in organizing the 20th St. Petersburg International Economic Forum. He holds a letter of gratitude from the President of the Russian Federation for his major contribution to organizing the St. Petersburg International Economic Forum and meetings of heads of CIS member states. He holds letters of gratitude from the Federation Council of the Federal Assembly of the Russian Federation for his involvement in organizing the 21st annual meeting of the Asia-Pacific Parliamentary Forum, and for his major contribution to organizing the 137th Inter-Parliamentary Union Assembly. He holds a letter of gratitude from the Government of the Russian Federation for his major contribution to organizing the Russian Investment Forum in Sochi. He also holds a letter of gratitude and certificate of merit from the Federal Agency for Tourism, as well as several letters of gratitude from the governors of St. Petersburg, Arkhangelsk Region, Krasnodar Territory, and Kemerovo Region.
