Plenary Session ‘Tourism as a Factor of Regional Development. Plans and New Solutions’ Addresses Key Tasks for the Development of Domestic Tourism in 2025–2030
The business programme of the Let’s Travel! Russian Tourism Forum opened with the plenary session “Tourism as a Factor of Regional Development. Plans and New Solutions’ with the participation of the Russian Ministry of Economic Development.
The session participants discussed the key goals for developing domestic tourism in 2025–2030 as part of the national project ‘Tourism and the Hospitality Industry’, state support measures and financing for the industry, and new approaches to the development of tourism.
In his welcome address, Deputy Prime Minister Dmitry Chernyshenko noted the importance of the ongoing support measures:
“President Vladimir Putin has set the goal of accelerating the development of tourism infrastructure and creating affordable and comfortable conditions for the recreation of our citizens. As part of the National Tourism and Hospitality Industry Project, the Russian government is providing the regions and businesses with the essential tools to achieve these goals. Approximately RUB 50 billion will be allocated from the federal budget this year to support the tourism sector. This will create new hotel room capacity, support entrepreneurial initiatives, develop national tourist routes, and provide our schoolchildren and young people with free educational trips.”
The session participants also heard speeches from the leaders and representatives of the Ministry of Economic Development, the Ministry of Finance, the Ministry of Transport, the Federal State Statistics Service, and the heads of regions on the following topics: state support measures for the industry, a transport balance, and the synchronization of spatial planning with regional development plans.
Russian Deputy Minister of Economic Development Dmitry Vakhrukov: “Domestic tourism is on the rise and is turning into one of the most rapidly developing industries. Based on the results of the first four months [of 2023], the number of tourists staying in hotel rooms increased by 17%. This growth absolutely needs to be supported by infrastructure development. We are dealing with a shortage of rooms. So, it’s crucial now to make key decisions on the industry’s development. We plan to continue the soft lending programme for hotels. The construction of hotel rooms will definitely be a focus of this support. There are also issues concerning the development of so-called heavy infrastructure, such as ski resorts and beaches.”
Yevgeny Kozlov, First Deputy Chief of Staff of the Mayor and the Moscow Government and Chairman of the Moscow Tourism Committee, spoke about the priorities in the development of tourism in Moscow: “Tourism is a priority for Mayor Sergey Sobyanin not in words, but in deeds. Tourists come for impressions, from the cultural component to the tastes at restaurants, and Moscow has all of this. Tourists might get entangled with the variety of tourist offers. So, one of the priorities is to personalize services. The segmentation of offers is essential: for families, for adults, and for those who travel through other cities. The industry needs personnel and to improve their skills. The city will pay attention to the development of human resources in the tourism industry. We must set ambitious goals both for the development of hotel infrastructure and for the tourist flow, and this gets us going.”
The Let’s Travel! Russian Tourism Forum and Festival was held at the All-Russian Exhibition Centre in Moscow on 8–11 June.
