Starting on 15 September 2025, Russian citizens will be able to enter China without a visa for stays of up to 30 days. The decision to launch the pilot programme was made by the Chinese government on 2 September and will remain in effect for one year, until 14 September 2026.
The visa-free regime applies to travel for tourism and business purposes, visits to relatives and friends, participation in cultural exchanges, and transit.

Russian tour operators and industry associations have already called the initiative a significant step that could increase the flow of tourists from Russia to China by 20–40 %. In the first days of the regime, there has been a surge in interest in airline tickets and hotels, and a significant increase in the number of Russian tourists has been recorded in China’s border regions. The authorities in certain provinces, including Hainan and Harbin, are adapting their infrastructure and services to Russian-speaking guests, strengthening language support and expanding their offerings for travellers.
Russian representatives have already described the move as important and symbolic for deepening humanitarian and business ties. It is emphasized that the initiative is of a trial nature, and at the end of the year, the Chinese side will decide whether to extend or adjust it.
The innovation is seen as part of Beijing’s broader strategy to develop inbound tourism and trade and economic cooperation with Russia, and is already having a noticeable impact on the transport, hotel services, and tourism products markets.
At the same time, visas are still required for work, study, journalistic activities, and long-term stays.
As specified in the statement by the Russian Embassy in China, entry into the country is possible only through border crossing points open to foreigners. When crossing the border, you must present a Russian passport valid for at least six months and fill out a migration card.
In accordance with Chinese law, foreigners are required to register at the nearest police station within 24 hours of arrival or notify the hotel administration if staying at a hotel. Violation of the terms of stay or failure to comply with immigration rules may result in fines, deportation, or a temporary entry ban.
